If the family does not act correctly, they will become casualties instead of rescued victims simply to make the story better. That is what we are working against here. Every town will have some 'Eyes' and a 'Voice' whose job is to spot decent and to fix it with whatever means is needed. Mages are the scapegoats kindly supplied by your masters that give katai a reason to obey their leaders. If someone speaks out they are possessed by some mage's demon or otherwise corrupted and the people believe them because they have heard of real mages or seen them or know someone who did. If mages did not visit, the boogeman stories would loose force and become just stories to frighten children. Then maybe the people would see things are not right and someday have a chance to overthrow their oppressors." "Yeah, I know that sounds silly coming from me. But cities where we come from do have such people too. Criminal Lords or Bad Nobles, both rule by keeping the people from turning on them. They mislead and pass the blame on others. Travelers are often the scapegoats used, they are often punished for others crimes. It is easier to believe a stranger committed the crimes than someone they know. Even when they know the truth they can fool themselves for a little while that way. But those that live that way can be defeated in the same manner.
